What "IRD-verified" actually means
The Inland Revenue Department maintains an official list of software enlisted under the Electronic Billing Procedure 2074. Verification means the software has been audited against the procedure's requirements — and that using it satisfies your obligation to bill electronically through compliant software.

Verify any vendor's claim yourself: the IRD publishes the enlisted-software list on ird.gov.np ("Software Enlisted as per Electronic Billing Procedure, 2074"). A vendor that cannot point to the list is not verified, whatever the brochure says.
